The PIC Index measures the relative wealth and need of Connecticut’s towns by ranking them in descending order by their cumulative point allocations calculated by taking into account specified social and economic data. This project will focus on serious young offenders with significant mental health and cooccurring substance use disorders returning to the Hartford, New Haven, and Bridgeport communities.
